         Markmið verkefnisins var að þróa tiltekið afbrigði af svokallaðri „segðarkenningu“ um samband laga og tungumáls, en samkvæmt henni ræðst innihald settra laga af því sem löggjafinn segir. 

Helsti vandi slíkra kenninga hefur verið sá að mýmörg dæmi eru til þar sem misræmi virðist vera milli þess hver lögin eru og þess hvað löggjafinn hefur sagt. Því þarf til segðarkenningu sem útskýrir hvers vegna svo virðist vera og sem ekki verður fyrir barðinu á öðrum snúnum vandamálum sem virðast hrjá slíkar kenningar. Þegar verkefnið hófst höfðu þessi vandamál enn hlotið litla sem enga athygli, en kenningin sem úr varð – og birtist m.a. í ritgerðasafni í útgáfu Oxford University Press – er sem stendur sennilega ítarlegasta málsvörn segðarkenninga. Þá verður enn ítarlegri útgáfa kenningarinnar fyrsti hluti væntanlegrar bókar um samband laga og tungumáls (samningur gerður við Hart Publishing).

The aim of the proposed project was to develop a novel and detailed version of the what has become known as the communicative-content theory of law, a controversial theory the focal claim of which is that the legal content of a statute or constitutional clause corresponds directly to its communicative content. The theory has recently come under serious pressure from several legal scholars and philosophers of law and one of the main purposes of the project was to develop a plausible version of the theory that manages to avoid the by-now many problems that have been raised for the view. When the project commenced, these problems had either received less-than-deserved attention or had not be responded to at all. The resulting version of the theory, a robust sketch of which was published in a volume published by Oxford University Press, is now arguably one of the main contemporary defences of the communicative-content theory. A more in-depth exposition of the view is to be included as two foundational chapters of Asgeirsson’s forthcoming book (under contract with Hart Publishing).
