The overall aim of this research is to examine the post-2015 national consultations in Senegal, to shed a light on if Senegal got what they wanted post-2015. 

The Sustainable Development Goals (SDGs), the successor of the Millennium Development Goals (MDGs), were elaborated through claimed global consultation process. The voice of everyone, everywhere was to be heard in the World We Want post 2015 and the ownership should be national. This was an attempt to respond to major critique of the Millennium Development Goals (MDGs) for having been elaborated by a small group of insiders, without any consultation with stakeholders. 

The research is based on fieldwork in Senegal in 2011-2012 and 2013 and in New York in 2012. Methods used were semi-structured interviews and participant observations. The research findings reveal a contradiction between best practices in development policymaking and desired outcomes. The study shows an unclear ownership of the post-2015 consultation process due to confusing and complicated consultations with an enormous amount of actors. It further calls for more research of ownership and participation during policymaking processes and questions current one-size fits all use of the term.
